Job Description

1. Qualifications:

(1). Bachelor's Degree of a recognized University
And

(ii). Ability to programme computers in one or more languages, Including the following:
PHP, MySQL, JavaScript, HTML, and CSS

2. Required Technical Skills and Experience

  • Strong proficiency in PHP (pure/native PHP/Frameworks).
  • Good knowledge of MySQL database design, querying, and optimization.
  • Proficiency in JavaScript for frontend interactivity.
  • Solid understanding of HTML and CSS for web interface development.
  • Experience with GitHub for source code management and collaboration.
  • Ability to understand and enhance existing PHP-based systems.
  • Experience in customizing features based on evolving requirements.
  • Strong debugging and troubleshooting skills.
  • Experience in handling form-based workflows and backend processing.
  • Knowledge of integrating frontend and backend components efficiently.
  • Basic understanding of web security practices.
  • Experience in maintaining websites and handling production issues.
  • Good analytical and problem-solving skills.
  • Experience in developing administrative or workflow-based systems will be addedadvantage.

3. Salary Scale:

UAS 1 (II) Rs. 68,145-18 x 1,190 (
Rs. 89,565/- p.m.

Other
government approved allowances will be paid)

4. Method of Recruitment: Selection will be made by an aptitude test and interview,

5. Other Benefits Applicable to the Post:

(i). Provident Fund and Contributory Pensions Scheme
10% and 7% of the salary by the employee and employer respectively, will be cred-ited to the Universities Provident Fund. 8% of the salary will be credited to the Pen-sions Fund by the employer.

(ii). Employees Trust Fund
3% of the salary by the employer.

(iii). Gratuity
Payment of Gratuity will be in accordance with the provisions of the Payment of Gratuity Act. No. 12 of 1983.

(i). A non-refundable application processing fee of Rs. 600/- should be paid to the University Grants Commission Account No. 0002323287 at the Torrington Branch of the Bank of Cevion.
In the customer copy of the bank slip, please indicate your name, bank details, and the reference "UGC CP GRADE IT
The bank slip should be attached to the application.
Please note that applications submitted without the bank slip will not be accepted.

(ii). Duly filled specimen application form should be sent to Deputy Secretary/Personnel, University Grants Commission, No: 20, Ward Place, Colombo 07 under registered cover along with copies of relevant certificates to reach on or before 22nd June 2026. (Specimen application form is available on the UGC website, ie. www.ugc.ac.lk). Applications sent in the specified form will only be accepted.

(iii). The name of the post in respect of which the applications are sent, should be stated on the top left hand corner of the envelope.
(iv). Candidates in the service of the University Grants Commission and Higher Educational Institutions/Institutes, Government Departments, State Corporations and Statutory Boards should channel their applications through the Heads of their respective Institutions. Applications which are not forwarded through the respective Heads of Departments will be rejected.

(v). Applications received after the closing date and incomplete applications will not be entertained.
